UPS v DHL, working time directive

Part of an e-mail sent out by DHL this week. Just to show that DHL have the same interpretation on the law as I do.

For clarification on working time directive, a break MUST be taken whilst out on route and within the first 6 hours and must be a minimum of 30 minutes (we build 60 minutes in to the RDT / MRM). 

Now why do UPS CONTINUE to think that they are exempt from this directive?
