The best technology?

Alan, when are UPS going to stop defrauding their customers?

No-one else has responded to the question, has the DIAD been re-programmed to show the actual time of delivery?

Can you answer this question?

Why has this process been allowed for so many years? It would be a very simple tweak to change the program so that the "stop complete" button records the delivery time and not just going to the package scanning page, so that you can stop the clock hours before delivery if necessary.

Does the person who "signed the agreement with UPS" know that you can cheat on the delivery time? 

Why is the process of putting false scans on packages acceptable?

Why do you allow this?

D. Scott Davis allows this to happen.

Daren't you stand up to him?

Does he force you to accept this (mal-) practice or are you compliant?
