What exactly did the building do wrong? Nothing.
It is the employees that cause the problems.
Poor Doctors are struck off. Shouldn't the same happen to poor administrators?
If the hospital is closed the staff will just take the problem elsewhere, and isn't there a shortage of hospital beds?
